Planning drills without disturbing production

Recovery practice works best when boundaries are explicit. Teams should know which steps are discussion-only, which are lab-safe, and which require formal approval.

A drill agenda should include role assignment, expected signals, decision points, and a hard stop condition. This lets teams practice judgment without improvising on live systems.
